Penalties:

- Medium-severity action items: -2 points each
- Maximum penalty capped at 30 points

Why This Matters

Weighting:
- Consent Tool Detection is weighted 2x (critical for GDPR)
- All other criteria have standard 1x weighting
Formula:
Score = (Weighted Points / Total Weight) × 100
